Gjirokastër is a city in southern Albania with a population of approximatelly 43,000. It is the capital of both the Gjirokastër District and the larger Gjirokastër County. Gjirokastër County is one of the 12 counties of Albania. It consists of the districts Gjirokastër (estimated population is 57.000 people), Përmet (estimated population is 22.000 people), and Tepelenë (estimated population is 24.000 people). The county population includes a substantial Greek minority. To the South-East, Gjirokastër shares a border with Greece. Healthcare for the whole county is provided by the participating in this project Regional Hospital “Omer Nishani” of Gjirokaster. And thus, the successful implementation of the proposed project will have a direct impact in a wide Albanian area with an estimated population of more than 100.000 people. The increased expertise and knowledge, as well as the acquired equipment will ensure the provision of better health services for this population.

Ioannina is the largest city of Epirus, North-Western Greece, with a metropolitan population of approximately 120.000. It is the capital of Ioannina Prefecture and the Region of Epirus, which to the North-West shares a border with Gjirokaster County. Around 350.000 people live in Epirus. Ioannina has both a General (“G. Hatzikostas” Hospital that participates in this project) and a University Hospital and is the location of the University of Ioannina (that also participates in Telecardiology). The University and the Hospitals are a reference point for all people leaving in the Region of Epirus. The benefits of the project through the adoption of ICT technologies from the “G. Hatzikostas” Hospital will have a direct impact in the whole region population as especially for Cardiovascular problems patients usually visit the hospitals in Ioannina and not the local healthcare centres and hospitals.
